The Arizona Hispanic Outreach Alliance (HOA) was founded in April 2005, by Al Quihuis of AZ Hispanic Connection and Alexandra Zavala, of Girls For A Change. The Hispanic Outreach Alliance is a network of non-profit Hispanic outreach managers and coordinators in the Phoenix area who meet the third Thursday of every month to share information, to network, and to learn about new outreach tactics. The Hispanic Outreach Alliance represents more than 60 member organizations in the Phoenix area. In November 2005, the Hispanic Outreach Alliance partnered with the Mexican Consulate for their fifth annual bi-national health week "Semana Bi-nacional de Salud." In addition, the Hispanic Outreach Alliance is in the process of organizing a workshop and a media guide.
